I too have had this problem which I corrected by unplugging the power supply at the mains and replugging.
The issue seemed to start when I added a DAC+ HAT to the Pi 5 two week ago. The HAT is separated from the Pi 5 by a spacer to allow air flow from the active fan. As I understand it this HAT uses a minimal power.
I use an up-to-date version of Bookworm, have a Raspberry Pi keyboard and mouse connected and a Western Digital hard drive connected and powered through USB,
From time to time I have connected other powered USB drives and several USB memory sticks without this problem.
As I use this system for day to day work I am reluctant to fiddle about looking to replicate the problem. If it happens again I will investigate further.
