Dosbox-x emulates Windows 98 quite well on the pi 5. It isn't powerful enough to run games though, except maybe the simplest ones.
I got Dosbox-x installed using Flatpak from flathub.org. Here, there are raspberry pi-specific instructions on installing and running Dosbox-x and it's just a matter of a couple of terminal commands.
Then I used Youtuber Dan Wood's guide for Win98.
There are a couple of articles on magpie and rpi news that build and make Dosbox-x, but these caused issues, so I recommend using Flatpak.
