If you only want (s)ftp and aren't bothered about security here's an option:
Booting to the desktop gets you automatic mounting. It should have removal detection too but I've never relied on that. TBH, I don't use the desktop's automounter either.
Remote users login with an sftp (not ftp) client as the same user that's logged in to the desktop then navigate to /media/insert-username-here where they'll see the auto mounted drives.
It's insecure as remote users will have access to the entire file system not just the mounted drives. But it's about a basic as you can get.
- Enable ssh
- Boot to the desktop with automatic login
- Plug/unplug drive(s)
