Frankly I'm shocked the way binNMU packages are handled when they are updated. rsync is a common tool to create backups and fails to handle binNMU packages correctly

I also can't imagine not updating the time stamps when a file is updated. Could that really be what happens? I wonder why anyone would do that.

I asked the dog developer to look into it. After some barking Fido claimed the metadata is used in the build process and rather than fixing the process the packagers fudge the metadata in order to obtain reproducible builds.
